As I am also in charge of wardrobe, I am doing research to see how to portray the characters in the film best. The sites below show two different aspects of films. Both sites talk about the costume designer.

The first link below talks of wardrobe when it comes to small independent films. Its about how to budget and states that, being realistic, independent films do not have enough money to afford a costume designer.
The second talks about how costume design defines the character. Personally, this is what I am interested in more. Costume design, in my opinion, should be about defining character with clothes, and does not necessarily have to be made from scratch. This, of course, depends on the movie, whether it is a period piece or modern.
